Joël Mercier practices labour and employment, constitutional, municipal and defamation law. He is well known as an experienced litigator and is recognized notably as an expert in the areas of judicial review and injunctions.
Mr. Mercier’s name is on the list of ethics and professional conduct advisers established by the Quebec Municipal Commission.
Mr. Mercier advises and represents a host of clients across the province, most notably l’Association des procureurs aux poursuites criminelles et pénales, various professional orders and numerous municipalities. He also advises and represents one of the largest national radio and television broadcasting corporations, as well as various leading associations of municipal managers.
Mr. Mercier is the author of the “Manuel de l’élu municipal”, the 7th edition of which was published by CCH in 2017. He has taught municipal law at the École nationale d’Administration publique and the Ecole du Barreau du Québec. He is a member of the Quebec Bar’s disciplinary committee and is a former member of the Comité de droit municipal. Mr. Mercier has written numerous articles and has given many talks in his areas of expertise.
